ABSTRACT In North Carolina, as in most states, the Department of Transportation takes land from hundreds of businesses each year for the purpose of widening roads, building new roads, or improving road systems. Using the power of eminent domain to expropriate the land, the state typically employs two independent real estate appraisers to establish a fair market value for the land and averages those to arrice at a compensation price which is paid to the land owner.
